Director presents 'radical approach'

Alan Loughlin, May Gurney's Director of Waste and Environment and the Norfolk Strategic Partnership, outlined a radical approach to developing waste management facilities to delegates at a prestigious waste sector conference held in London during October.

With the UK government committed to reduce the land filling of municipal waste to 75% of 1995 levels by 2010 and 35% of 1995 levels by 2020 under the EU Landfill Directive, the pressure is on to make Private Public Partnerships (PPP) work for waste projects.

Alan presented a new approach known as 'The Norfolk Solution' at the PPP/PFI in the Waste Sector Conference.

The Norfolk Solution has been developed by a partnership comprising May Gurney, Mott MacDonald and Norfolk County Council. It has been given a sympathetic hearing by DEFRA, and the Royal Bank of Scotland is on board as a potential source of finance for local authorities.

"PFI is not working in the waste sector, and there's an urgent need to develop alternatives," Alan told delegates. "I have many friends and colleagues working for local authorities, and they are all looking for a procurement arrangement that will allow them to sleep peacefully at night."
