Seamless transition for Essex Highways

May Gurney was naturally delighted to be the only incumbent contractor to win work on the Essex County Council Highways Partnership, which was awarded earlier this year - but the reappointment was accompanied by some logistical challenges.

This time round May Gurney won the contracts for the south and west areas of Essex - whereas previously the company had been working in the north of the county since 2000.

The challenge was to maintain focus on current service delivery while at the same time mobilising resources for the new contract - in order to provide a seamless transition.

To enable the existing operational team to focus on service delivery, a new mobilisation team was brought in to take responsibility for change management and the systems required for the new contract.

The new team included representatives from IT, procurement, human resources, plant and transport, commercial, administration, operations, health and safety, and business improvement.

The team was co-located with the current delivery team to facilitate communication, and both teams attended weekly meetings to engender a proactive approach.

The HR team played a big part in this process. Craig Cutajar, HR Business Partner, commented:

"There were 175 employees involved in a transfer, either to or from May Gurney. We were involved in eight TUPE lists - transferring employees into May Gurney from Harlow, Brentwood and Castle Point District Councils and Alfred McAlpine.

"Our challenge was to ensure that all transfers went through as smoothly as possible - the key was open and regular communication.

"Elected TUPE employee representatives were involved throughout the process - they were key to ensuring that communication was always two-way.

"We also had continuous dialogue with those transferring to us - both with their management representatives and the employees themselves. The transfer to May Gurney is a major change for many of them, especially those who have transferred to us after many years' service with a district council.

"Although it's very early days, I'm sure that they will see the opportunities that are available, and that May Gurney is a great place to work."
