Delivering cost savings

The Norfolk Strategic Partnership has delivered savings of over £1m for Norfolk County Council in the current year to date - and is on course to increase this amount to £1.3m by the end of this financial year.

With the Partnership between Norfolk County Council, May Gurney and Mott Macdonald approaching the end of its second year, much has been achieved - from the construction of complex major schemes, to the delivery of more routine maintenance.

Saving client's money "These savings have been achieved through a series of new initiatives and innovations, and show the true potential of partnership working," says Joe Goldie, the Partnership's General Manager.

Looking forward, a new management structure to be introduced in April 2006 promises even greater savings in the coming financial year.

The Partnership's vision is to 'deliver, on behalf of Norfolk County Council, excellent planning, transport, waste and environmental services, ensuring value for money at all times.'

In pursuit of this vision the three partners will launch a new combined Highways Operations Group in April 2006.

"This process will integrate the current Planning and Transportations Operations Group and May Gurney Operations for all works carried out through the contract," Joe Goldie adds. "This will provide a single partnership, delivering cost effective operations and improved service delivery."

The new Highways Operations Group will have an 'area working' focus - based on Norfolk's three area structure (north, south and west) - with countywide operations running from Partnership offices at Trowse and Wymondham. The budget for the Highways Operations Group for the coming year will be in the order of £60m.

Saving client's money Efficiency savings derived from this more integrated approach will result from increased self-certification throughout the supply chain, the co-location of staff, and project delivery by teams drawn from across the partnership. This new approach will also encourage the flow of ideas and expertise across the Partnership.

"The full potential of the Partnership's vision will only be realised through effective and closer integration of management - to improve processes, teams, design and delivery," Joe Goldie concludes.
