On 19 July 2010 a new joint venture company, TOR2, took over operational delivery of a range of front-line local services in Torbay.
TOR2 is owned by May Gurney (80%) and Torbay Council (20%) and will deliver service improvements and value for money. The TOR2 contract is valued at up to £130m over an initial period of 10 years with possible extensions of a further 15 years.
The essential front-line services being delivered by TOR2 to the residents of Torbay include waste and recycling collections; the maintenance of highways, grounds, parks, car parks, buildings and the Council's vehicle fleet; street and beach cleansing; and out of hours call centre support.
TOR2 will also independently source new business clients in the region, reflecting the aims of the Government's Total Place initiative.
The delivery of bundled services through a single private partner in joint venture with a local authority is a truly innovative solution designed to drive service improvements and value for residents - doing more for less.
